The word ‘waste’ is generally used in the context 'materials that are no longer needed and are thrown away', meaning rubbish.
If used in this context 'the act of using something in a careless or unnecessary way, causing it to be lost or destroyed', we might appreciate that anything thrown away is an unnecessary use of resources, i.e. material/s and energy to manufacture, transport and dispose of.
In 2018/19, Australia
generated 76 million tonnes of waste, 10% more than 2016-17
spent $17 billion on waste services, 18% more than 2016-17
Construction industry spent the most on waste services ($2 billion), a 35% increase since 2016-17
Exports remained steady since 2016-17 at 6% of total waste

manufacturers should be responsible for disposal or recycling of packaging,
consumers should consume less, and be responsible for minimising rubbish,
the seven R’s, Refuse, Reduce, Repurpose, Reuse, Recycle, Rot, Rethink be the subject of extensive (we mean massively extensively!!), and ongoing government media campaigns
